Ofsted Children's Home Registration: What to Prepare
Registering a children's home with Ofsted in England requires a clear statement of purpose, suitable leadership, home-specific policies and premises that are ready. This guide explains what providers should prepare, why applications stall and how consultancy support can help.
Understanding Ofsted's registration expectations
Opening a children's home is one of the most rewarding steps a care professional can take, but the registration process with Ofsted is rigorous by design. Ofsted registers and inspects children's homes in England under the Care Standards Act 2000, and it will only register a provider where it is satisfied that the home will meet the children's homes regulations and the quality standards. Providers who prepare thoroughly tend to move through the process with far fewer delays.
Before an application is submitted, the provider needs to be clear about the purpose of the home: the age range and needs of the children it will care for, the number of places, and the model of care it will follow. Ofsted expects a statement of purpose that describes this clearly and honestly. The statement of purpose is not a marketing document; it is the reference point inspectors will return to, and the home will be inspected against what it says.
Preparing the registered manager and responsible individual
Every children's home must have a registered manager, and the provider must identify a responsible individual who oversees the home on behalf of the organisation. Ofsted will assess the fitness of both. The registered manager needs the right qualifications and experience, and must be able to show how they will lead the home day to day.
The responsible individual must demonstrate that they can hold the manager to account and monitor the quality of care, including through arrangements such as Regulation 44 independent visits.
Developing home-specific policies and safeguarding procedures
Ofsted will look closely at the home's policies and procedures, particularly around safeguarding, behaviour support, missing from care, and complaints. These need to be specific to the home rather than generic templates.
Getting the premises and location assessment ready
The building itself matters: it should feel like a home, be safe and suitable for the children it will accommodate, and be located where children can access education, health services and community life. A location risk assessment is expected.
Submitting the application and preparing for interviews
Applications are made through Ofsted's online portal, with supporting documents and a fee. Once the application is accepted, Ofsted carries out a registration visit and interviews the proposed registered manager and responsible individual.
These interviews test whether the people behind the application genuinely understand the regulations, the quality standards and the realities of running a home. Preparation for this stage is where many applications succeed or fail.
Avoiding common reasons for registration delays
Applications commonly stall because the statement of purpose is vague, policies are generic, the proposed manager's experience does not match the needs of the children the home will serve, or the premises are not ready. Taking advice before submitting, rather than after a refusal, saves months.
